Question: where do I find the SPDX spec version in the generated model file?

Description

In the model file for 3.1 on GitHub.io, I didn't see a version for 3.1 other than in the creation information.

There is an owl:versionIR we could use, but it would need a modification to the spec parser to generate.

With the change to only use the major version in the IRI, we will need some way to identify the spec version.

@JPEWdev @zvr - let me know if I missed something or if the generated model file is stale.
