Research direction
Start by reading the linked discussion in spdx/spdx-spec#1157, then inspect the cryptographic-algorithm-list repository to understand how algorithms are currently represented. The issue names no files or tests; completion would require an agreed approach for persistent algorithm URIs and its representation in the list.
