Description
Currently we read counter values on every overflow. However, for long-running apps we might see overflows on other counters as well. We should reset counters after read and do prefix sum afterwards.

Research direction
Locate the code that reads PAPI counter values on overflow; the issue names no files or tests. Trace how counter values are accumulated, then verify that counters are reset after each read and that prefix sums preserve totals when other counters overflow during a long-running application.
