Description

Azure will retire the Consumption Plan in 2028, and they recommend a switch to the Flex Consumption plan. We should add support for this, and make it configurable (like GCP gen1 and gen2).

We should also try Windows functions.

Research direction

Start by reading the existing GCP gen1 and gen2 configuration to understand how platform variants are represented, then review the linked Azure Functions scaling documentation. Identify the Azure benchmark entry points and determine how Flex Consumption and Windows functions should be configured; done means both variants are supported and benchmarkable.
