Description
This route shall create a pre-prepared user with the details supplied in the JSON body. Request body shall follow the same format as the one returned by GET /users/@me, optionally with additional parameters mentioned in #171.
Use restricted to OPERATOR, MANAGE_USERS and ACCOUNT_CONTROLLER.

Research direction
Start at the server entry point for POST /users/ and compare its request handling with GET /users/@me. Read issue #171 for the additional parameters and verify the required OPERATOR, MANAGE_USERS, and ACCOUNT_CONTROLLER permissions.
