Start with the reported curl request to feeds.soundcloud.com and compare it with the mtr output from Hetzner Helsinki. No repository file or test is identified; done would require reproducing the 503, establishing whether the cause is within this project or CloudFront/SoundCloud infrastructure, and documenting the outcome.
