Research direction
Start by reading the AWS EMR Spark configuration guide linked in the issue and tracing how dataflow-runner configures Spark jobs on EMR. Define the required spot-instance settings and how users would request them. The work is done when supported configuration is implemented and a representative Spark job can use it reliably.
