Description

Note: Confirmed with Abe that this is a known issue, but I wanted to make sure there was an issue for it as it seems like a fairly major limitation.

When presenting a navigation stack on Android, there is seemingly no way to display a compact navigation bar at the top of the view. There is always an awkwardly large gap above it.

Research direction

Reproduce the issue on Android with a navigation stack presented in a sheet and check the top navigation bar spacing. Start by tracing the Android navigation-stack and toolbar presentation paths; done means the navigation bar can use the compact layout without the awkward gap above it.
