Description
My use case is that I'd like to manage a standalone HA Proxy cluster that sits in front of several Kubernetes clusters. The clusters run workloads using FluxCD.
It would be ideal to be able to store configuration as Infrastructure as Code in a version control repository like GitHub, and have the configuration applied using GitOps workflows provided by Flux.

Research direction
The issue names no files, tests, or entry points. Start by reviewing the operator's current HAProxy management scope and the external HAProxy cluster and FluxCD workflow described here. Completion would require a defined configuration boundary and a documented way to manage the standalone cluster through GitOps.
