Description
As per dev-discussion;
Ideally we'd drop the dependency on ext-openssl and switch to a pure PHP solution for our crypto-stuff. A valid candidate for this would be; https://github.com/phpseclib/phpseclib

Research direction
Start by reviewing the dependency configuration and the existing crypto usage; the issue does not name specific files or tests. Evaluate phpseclib as the proposed pure-PHP alternative to ext-openssl. Done means the OpenSSL extension dependency is removed and the library's XML security behavior remains supported without it.
