Description
In python/extract_issues.py, an input such as {"range_spec": "invalid_revision..HEAD"} can lead to sys.exit(1). This can be dangerous if the tool is being integrated in a MCP server.

Research direction
Start in python/extract_issues.py and trace how an invalid range_spec such as invalid_revision..HEAD is handled. Reproduce the case, then verify that handling the invalid input no longer terminates the host MCP server process; check any existing project tests if the file points to them.
