Description
Improve the verse segmentation algorithm by setting a threshold for quality using alignment scores, and then if the threshold is not met, combining them into a single verse range, rather than trying to split them. We could also use length as an indicator (so a verse range doesn’t get too long for NLLB).

Research direction
No file, test, or entry point is named. Start by locating the verse segmentation algorithm and where alignment scores are calculated, then determine how segmentation thresholds and verse-range length limits are represented. Done means low-confidence segments combine into verse ranges without exceeding the relevant NLLB length constraint, with coverage for the new behavior.
