Description
This issue is related to #515, but has been raised again recently.
The request is: Incorporate Templates which would make it easy for typesetters to conform to the standards as set out in the (GPS) standards [which will soon be made available].
I think we can do this already through importing settings, but it would be good to eventually make it easier for users to pick a layout/template and work from that good starting point. So perhaps this is more a matter of improving the user experience surrounding the use of templates (both in terms of creating them, and using them).

Research direction
Start by reviewing related issue #515 and the existing workflow for importing settings. Clarify how templates are currently created and used, then define the user experience needed for selecting a layout and starting from it. Done should include an agreed approach that helps typesetters follow the forthcoming GPS standards.
