Add Twistie for Headers/Footers with Override Comment in TeX

Description
(Action Points 11) Add a collapsible twistie in the UI for headers and footers to allow more precise, per-side/per-page definition. Additionally, when manual header/footer settings are written to the .tex file, a comment should be inserted making it clear that these manual settings override the corresponding UI settings.
