Description
Once quote denormalization is being done internal to machine (see https://github.com/sillsdev/machine.py/issues/212), we should consider providing an option to only apply denormalization if it can be applied to a certain percentage of the corpus. At the moment, denormalization is applied even if just one chapter out of 40 is denormalizable: This might be more of a burden than a help to the user.

Research direction
Start by reading issue 212 to understand the internal quote denormalization work referenced here, then trace where corpus-level denormalization is applied. Determine how an option for a minimum denormalizable percentage should be exposed and verified; done means denormalization is skipped when the corpus falls below that threshold.
