Sync disabled WS's to FW-Lite

(I think this is low priority. It's likely more complex than it initially sounds AND probably doesn't affect a whole ton of users)

In FieldWorks, if a writing system is disabled, any data in that WS is still shown:
(This message hints at that, but doesn’t explicitly state that it’s true even for disabled WS’s, which is the case based on my testing)

Currently we don’t even migrate disabled WS’s to FW Lite.
That’s probably not good.

I’ve seen a couple projects that are using this pattern so that they can add definitions for the vernacular language. I.e. the vernacular language is added as a disabled analysis language and then only turned on for the definition field or left disabled, but is enabled manually when the user wants to add a definition.

Start by tracing how writing systems are migrated and synchronized to FW-Lite, comparing the handling of enabled and disabled writing systems. Check the linked community discussion for the expected behavior; done means disabled writing systems and their data are available in FW-Lite as described.
