Description
If a \li# has a standalone milestone and is unordered it fails to render as an unordered list.
I could not find evidence either way for ordered lists.

Research direction
Start by reading the linked USFM milestone and list documentation, then reproduce the case in the PWA with a standalone milestone on an unordered \li# list. Compare the result with an ordered list, and consider the issue done when the unordered list renders correctly with the milestone present.
