[ProjectUsers] Enable bulk project user role update

Description
If a user wants to add many Editors or many Administrators to their project, it can be a hassle to have to change them from the default Harvester role one at a time. Add some sort of bulk role update.
(This is more relevant for training contexts, as in-the-field projects don't tend to have a lot of people in non-harvester roles.)
