Bug description

Trigger the phone number confirmation dialog, then rotate the device to landscape. The scrollable area collapses to approximately one line of text in height, making the dialog content difficult to read. The dialog should provide enough vertical space to display and scroll its content normally.

Research direction

Reproduce the phone number confirmation dialog on a Pixel 9 running Android 15, then rotate to landscape and inspect the dialog's scrollable area. Trace the dialog implementation and its landscape layout behavior; done means the content has enough vertical space and scrolls normally after rotation.
