The "Mark read" notification action is not available on Garmin watches

Bug description

In the past when I received a notification from Signal, there was a "Mark read" item on my Garmin watch in the action menu. This item disappeared a few months ago (not sure exactly how long it's been like this), and I don't think this coincided with any Garmin app or firmware update. "Reply" is still available and it's working, but sometimes one just want to mark the messages read.

The reason I think this issue is related to Signal, and not a Garmin or Android specifically, is because WhatsApp still has the "Mark as read" option, and my email app (K-9 Mail) has even more actions available (Reply, Mark Read, Delete, Archive). Same with Gmail that also has Reply, Mark Read, Delete, Archive and they all work fine.

The watch is a Garmin Enduro 3 on the current stable firmware of 22.41, but this issue looks exactly the same on an 8 year old Forerunner 935. On top of that I have an acquaintance with a Pixel 9 Pro and a Garmin Forerunner 255 and they are experiencing the exact same missing "Mark read" option on their watch's notification, while they report they also had it available in the past and used it extensively.

I assume if something changed in the notification handling in the last half a year, it will be possible to find on the Signal side, but let me know if you think this is somehow related to Garmin and then I'll try to raise an issue with them.

No file or test entry point is named. Start by reproducing the notification action behavior on the reported Garmin and Android setups, then inspect Signal Android's notification handling and compare it with the still-available Reply action. Done means the Mark read action is restored on compatible Garmin notifications without breaking Reply.
