Chat shortcuts added in-app are zoomed in

Bug description

Icons for shortcuts on the home screen are heavily zoomed in, which looks very odd, especially compared to other apps which have adaptive icons without this problem. I tested primarily on Lawnchair, but this happens on other launchers I've tested. When added by holding the app, this isn't an issue, but it's just a circle instead of being adaptive. Related to #11412

Steps to reproduce

• Open Signal
• Open a chat
• Tap the kebab menu in the top right
• Tap "Add to home screen"

Actual result: The icon is distinctly zoomed in
Expected result: The icon should not be zoomed in

Reproduce the issue in Signal-Android by opening a chat, using the kebab menu, and selecting “Add to home screen” on an Android device or launcher. Compare the in-app shortcut with shortcuts added by holding the app icon and the supplied examples; done means the in-app shortcut is no longer visibly zoomed in while retaining the expected icon behavior.
