Description
Repro: create a user without permission to drop tables, and try to drop a table. The library will hang in sleep mode.
This issue have also been observed during hammering out #695 (back then it was caused by call to LOCK TABLES, but I have removed it quickly without really understanding what happened).

Research direction
Reproduce the issue by creating a user without permission to drop tables, then attempting DROP TABLE and observing the library enter sleep mode. Trace the error-handling path for this request and compare it with the earlier LOCK TABLES case mentioned in #695; done means the permission error is returned instead of the request hanging.
