[Admin] UX - The behavior of navigation bar in Shopware Payments is incorrect and inconsistency

Actual behaviour
Unlike other menus, the navigation bar in Shopware Payments isn't pinned. This creates a poor UX when users need to save, and it causes inconsistency across the entire UI.
Expected behaviour
The Shopware Payments navigation bar is pinned like other menus
How to reproduce
- Get in Administration page
- Navigate to "Shopware Payments" -> "Settings"/ "Overview"
- Scroll down and then observe
