Description
In response to an email where someone tried to add events from CEST (+02:00) having an issue with the date picker doing the -9 math and selecting yesterday, let's make the time picker always use pacific time.

Research direction
Start by locating the date picker and event-creation entry point in the JavaScript application. Reproduce event creation from a CEST timezone and compare the selected date with Pacific time. Done means the picker consistently interprets event dates in Pacific time without selecting the previous day.
