Why
The downstream seam-drift audit on main is failing because all 15 configured consumer repositories are behind the current Agent Workflows repo-local policy.
Scope
Use the managed downstream rollout to reconcile the audited consumer repositories with the current main policy. Each consumer change must be reviewed and validated through its own pull request.
Completion
The audit is green for the selected fleet, or any remaining blocked repository is documented with its exact blocker.
