Description
I saw #71 where shared objects were done for Mac and Linux. Is there any technical blocker for doing this on Windows as well? I frequently hit mozangle rebuilds when working on Servo and if this would help reduce the build time for that I'm happy to help test if needed.

Research direction
Start by reviewing issue #71 and the existing Mac and Linux shared-object work, then inspect how mozangle is built on Windows. Determine whether Windows shared objects are technically feasible and whether they would reduce Servo's mozangle rebuilds. Done should include an agreed implementation scope and a way to verify the Windows build and rebuild behavior.
