Description

I'm experiencing a very odd problem where, when I turn on shadows, animesh characters begin to freeze. The effect ranges from behaving normally to moving only a frame here or there, while others simply stop moving altogether unless I position myself nearly face-to-face with them. This can happen with one or multiple characters within view, and there seems to be no pattern other than shadows being enabled. Turning shadows off restores normal behavior at all distances.
I'm currently using the most recent Second Life Viewer and the latest Firestorm release. The problem occurs on both. Nvidia driver 581.15 (current as of this post).
(Note from Dan): This bug seems to depend on the environment used. Use Midday to see the bug somewhat consistently.

Research direction
Reproduce the issue at the listed Hazy Cove location using the latest viewer, with shadows enabled and the environment set to Midday. Compare animesh movement with shadows on and off; done means the characters continue moving normally while shadows remain enabled.
