Description
Water levels of neighbouring regions are ignored while transparent water is disabled. Observing a neighbouring region that has a terrain and objects below the current water level while Transparent Water is disabled appears as so:

Note that neighbouring regions appear as expected when Transparent Water is enabled.

- While observing a neighbouring region, adjust the water level to a higher level
