Description
Blocking the voice of another user will still show the green audio visualizer above the avatar.
No voice is heard from the blocked user.
This does not reproduce on the current default release viewer 7.1.8.9375512768.
Nearby chat display appears to behave the same as default.
Reproduction steps
- Right-click user in Nearby Chat
- Enable Voice Block
- Observe audio waves above blocked avatars name tag

Reproduce the issue using the listed Voice Block steps on viewer 7.1.9.10084807842, then compare with the default 7.1.8 viewer where it does not reproduce. Done means blocked avatars no longer show the green audio visualizer, while nearby chat behavior remains unchanged.
