Water setting Reflection Wavelet Scale is no longer functioning.

Likely regressed with GLTF.
Issue exists on 7.0.1.6894459864. No repro on late 6.6 viewers

Reproduction steps
  1. Set Environment to Midday and enable Pause Clouds
  2. Open a new Water setting
  3. Set Fresnel Scale to 0
  4. Alt-cam to an area where clouds can be observed in the water reflection
  5. Adjust Reflection Wavelet sliders
