`test_authentication.py` test suite is failing on setup with `ccmlib.node.TimeoutError` error, on scylla ver. 3.28.2 and 3.29.3

test_authentication.py test suite is failing on test setup when starting scylla, with the following stacktrace:

Start with tests/integration/standard/test_authentication.py, especially setup_module(), and tests/integration/init.py:start_cluster_wait_for_up(). Reproduce the failure on Scylla 3.28.2 and 3.29.3, then inspect node1's system.log and the linked Argus run to determine why startup does not reach the expected log pattern. Done means authentication setup completes and the test suite passes.
