Rust Driver 1.7.0 introduced session-level DC and rack configuration (https://github.com/scylladb/scylla-rust-driver/issues/1440). It's superior to per-LBP configuration, because in the future it will be used for configuring other things too (e.g., https://github.com/scylladb/scylla-rust-driver/issues/1279). Let's expose these settings in the C API.
