Description

One of things missing from old cpp-driver is support of TLS 1.3. We have to investigate if this already works here. If it doesn't, we need to make it work.
In both cases we should add tests for that.

Research direction

Start by inspecting the existing TLS handling and tests in cpp-rs-driver, then compare its behavior with the old cpp-driver's TLS 1.3 support. Verify whether TLS 1.3 already works; if not, identify the relevant implementation entry point. Done means TLS 1.3 behavior is supported or confirmed and covered by tests.
