Description
Description of feature

if x not in y:

across many files - let's replace this with semantically easier to parse functions across the entire codebase

Research direction
Start by inventorying the repeated if x not in y checks across the codebase and reading the surrounding error-handling patterns. Identify the wrapper functions and replacement scope before changing callers; done means the manual checks are replaced consistently across the codebase while preserving the existing ValueError behavior.
