Description
What kind of feature would you like to request?
New analysis tool: A simple analysis tool you have been using and are missing in sc.tools?
Please describe your wishes
As previously attempted (#823), it would be amazing to have scran normalisation implemented in scanpy.
It's one of the best practices and for many simple analysis workflows, it might even be the only step currently requiring to switch to R.

Research direction
Start by reviewing the previous attempt in #823 and the existing sc.tools analysis-tool conventions. Consult the linked best-practices description to understand the requested scran normalization workflow. Done means scanpy provides scran normalization as a usable analysis tool without requiring users to switch to R.
