This issue is blocked by #611
Once work is done in #611 where we'll make the Conjugate app Conjugate tab, we would then want to add in the Scribe-Conjugate download data UI. This can be based on the download data UI for the keyboard app, but should use Swift UI. The designs for this UI can be seen here. We'd then add in the download functionality in another issue.
Of note is one change in the interface here:
- In the keyboard app we only see the languages that the user has downloaded in the UI
- In the Conjugate app we should see all languages listed alphabetically as we don't have sub applications that the user is downloading

Research direction
First review the Conjugate tab work in #611, then compare the keyboard app's existing download data UI and the linked Figma design. Build the Conjugate app's SwiftUI interface without download functionality; completion means all languages are displayed alphabetically, including languages the user has not downloaded.
