Description
Handler tests via httptest: 200 with a populated array, 500 when GetAvailableLanguages errors, and the partial-failure path where a language whose GetLanguageDataTypes call fails is skipped rather than failing the request.

Research direction
Start at the GET /api/v1/languages handler and its existing calls to GetAvailableLanguages and GetLanguageDataTypes.
