Description
Current
Hat blocks have a rather unintentional min width. We do not see this issue in english, but other languages, such as Chinese have text widths that do not extend the block past the top arc of the hat.

Proposal
We should extend the "brim" of the hat to be at least 6 units out from the top of the hat.

Research direction
Start by locating the hat-block rendering or layout entry point and reproduce the reported sizing difference with Chinese text. Compare the current brim width with the proposal and verify that hat blocks maintain at least 6 units of space beyond the top arc without breaking English or other localized text.
