Description
#1687 brings in changes from Blockly which expose block IDs in the block DOM for debugging. It does something similar for core/comment so that block comments have their owner block's ID. ScratchBlockComment should probably be augmented to also (or as a replacement for the block ID) have the comment's ID exposed.
