Description
While parsing "Jul 20, 2019, 1313", the dateparser returns None. Date parser should be able to parse military time format also.
>>> print(dateparser.parse('Jul 20, 2019, 1313'))
None
i.e. expected output should be
Jul 20, 2019, 1313 -> Jul 20, 2019 13:13:00
I believe this can be a further enhancement in parsing the date string.

Research direction
Start by reproducing the issue with dateparser.parse('Jul 20, 2019, 1313') and trace the date parsing path that handles the input. Done means the string parses as Jul 20, 2019 13:13:00 without breaking existing date parsing behavior.
