Description
Related: #21
Thai datetime parsing is implemented, but thai calendar does not seem to be:
>>> dateparser.parse("มี.ค. 15, 2559")
datetime.datetime(2559, 1, 15, 0, 0)
This should be January 15, 2016.

Research direction
Start by reproducing the dateparser.parse example for the Thai date "มี.ค. 15, 2559" and trace how Thai datetime parsing handles the calendar year. The work is done when the same input returns January 15, 2016 rather than year 2559, with regression coverage added for this case.
