Description
It seems to be impossible to get the following behaviour:
parse("01-02-03") == "datetime.datetime(2003, 2, 1, 0, 0)"
parse("2003-02-01") == "datetime.datetime(2003, 2, 1, 0, 0)"
The problem is that when ever the first line evaluates true, then the second line will produce a date where day and month is swapped (like so datetime.datetime(2003, 1, 2, 0, 0))
This is the preferred way of parsing dates in all northern european countries btw.

Research direction
Start by reproducing the two parse() calls shown in the issue and trace how the first DMY interpretation affects the later YMD input. Add regression coverage for both expected datetime results; done means parsing either format produces the stated value without changing the other format's interpretation.
