Description

So we're doing some BP brainstorming and the notion of making slash beams less random whilst still being slashy was talked about. For this particular sequence, the weapon's stats are:
```$Type 5 Beam Options:
+Start Position: CENTER
+Start Position Offset: 0, 0, 0.8
+End Position: CENTER
+End Position Offset: 0, 0, -0.8
+Orient Offsets to Target: TRUE
+Scale Offsets to Target: TRUE
+Per Burst Rotation: 180
+Per Burst Rotation Axis: CENTER
```
It looks great when the target is static! When the target is not, however, it's kinda whacky.

So our requests are:
1. A flag to ensure that type 5 beams will trace the target in the orientation it was when the beams are *firing*, rather then warming up.
2. A flag to ensure that type 5 beams will trace the target whilst they're slashing (eg so a beam can "follow" a target).
