apng messages still bad?

#3644 raised the issue of spurious APNG error messages. #3839 was to fix these, and maybe it fixed some, but I still have hundreds of them on level loads, often from png glow maps.

#4702 banished them to ~~the shadow realm~~ a debug filter category, but we should probably take another look to see if we can identify and highlight more serious errors.
