hudtarget due for cleanup

There's still some Volition code in hudtarget.cpp that has inconsistencies with its error checking, one of which led to #3685.

Essentially, the file needs a pass to make sure the checks of the various pointers and array indices are valid, with appropriate usage of `Assertion()` and conditionals.
