Weapons + controls FR: Enable dual linking on tripple linked fighters

It would be desirable to be able to link any two primary banks on ships with three banks. Controls wise this would only need to mean more states to cycle through (1,2,3,12,13,23,123 instead of just 1,2,3,123), but being able to toggle individual banks on and off with scripting or new optional control binds would be useful too.
