Description
I am maintaining a modded profile in the mod manager to manage mods for my Steam client and a Linux dedicated server. However, when starting the client, you can switch over to the dedicated server installation to manage it because the manager locks all the controls while the local client is running.
This is a bit impractical. Today, I updated a mod that received a new version and started my client while my server was restarting. I tried connecting to the server, but it wouldn't work because, for some reason, the server did not receive the mod update. Since the client was already up to date, I attempted to update only the mod on the server, but the manager wouldn't let me switch to the server installation because the client was running.

No files, tests, or entry points are named. Start by locating the UI logic that locks controls while the game runs and the code that switches installations; done means an installation can be selected and its mod updated while the client remains running.
