Research direction
Start by tracing how SML handles dedicated-server mod loading and the RequiredOnRemote=true flag; the issue names no files or tests. Confirm the current client-kick behavior, then define done as allowing server-only installation when no installed mod requires the client-side flag, while preserving enforcement for mods that do.
