Description

Hi,

I have upgraded from some 7 version and now I have the issue that I cannot set passwords ad admin anymore. I get no error or something but users are not able to log in anymore.
Also, user's do not get invitations, when I create new ones.

I have generated a GITLAB_SECRETS_DB_KEY_BASE as advised.

Any idea what could be the problem?
