Description
I've seen the similar tickets saying 'it's compiled from source, so it doesnt have gitlab-ctl', but that doesn't really answer the question. gitlab-ctl is mentioned many times when it comes to maintenance tasks, recovering from bugs, migration issues and similar. Are all these tasks just not possible at all with this repository ? Or is there another way ? Particularly the gitlab-ctl reconfigure command is mentioned in practically every other migration issue, and so we are stuck unable to migrate.

Research direction
The issue does not name any file, test, or entry point. Start by determining how this repository handles maintenance and migrations without gitlab-ctl, especially reconfigure operations, and identify whether an equivalent supported path exists. Done would require a clearly documented or implemented way to perform the cited maintenance and migration tasks.
